There is no way to make this recipe match the style as long as the FG requirement is 1.010+. What 3% beer finishes that high? Especially one that includes sugar.

I'm ignoring the SG requirements and going for ABV, IBU, and color only.

I know your recipe is already 7 years old but to answer your question in your notes, you can use original Scottish ale yeasts, which only attenuate to 65-69%. That raises the FG significantly. Furthermore, you can mash it hotter than usual, preferably at alpha amylase temperature for 30 minutes and then 4°C higher for the next 30 minutes. That creates more unfermentable maltodextrins which will make most yeasts not fully attenuate. This will also create the body the 60 Shilling beer needs, as it would be too thin in the mouth without the sweet, malty, sugary background.
