I have further revised the recipe with some special B, and reduced ABV, happy with the SRM now.

1.3 lbs flaked oats 11.3%
0.6 lbs Belgian special B 5.2%
1 oz magnum bittering
7 oz Citra, mid boil, late boil, 7 days and 3 days

That's a fairly large percentage of Special B but it may be quite good. That malt will give you some dense, nutty flavors with toffee and dark fruit that may play very well with the Citra complexity.
