I don't see why you couldn't use Vienna. I've seen all sorts of beer lore on that particular style...Care to site your sources on that? BJCP 2021 includes Vienna malt in the list of characteristic kolsch ingredients

Yep, looks like a kolsch! Some brewers add a 15 or 10 minute noble hop addition, but it's definitely not necessary for a good kolsch
