IPL is a hopeful, if not somewhat desperate, marketing strategy dreamed up by the struggling craft beer industry. And it's confusingly named, anyway. There's already an actual lager that's an "IP"...it's International Pale.
The so-called India Pale Lager isn't a lager in the traditional sense and it bears little to no resemblance to the original beer associated the "India Pale" designation.
Personally, I'll accept XXPils (PNW Pils, for instance) to denote a geographical variation of a hop-forward, somewhat bitter lager utilizing regional hops that give a distinctive flavor profile.
That's all I have to say on the subject and I'm pretty sure that my opinions reflect 100 percent objective truth and represent the definitive final word.
