Built a down tube inside the kettle and placed a copper scrubber pad under the down tube to filter out the hops, hot break, and cold break.

Works great.

Question though. After boiling strike water I noticed the water was noticeably tinted by the copper scrubber pad. I dumped the water and reboiled another batch, but it was also tinted.

My concern: Why did the water get so discolored by the copper ? and are there health concerns ?
 
I wouldn't boil through that, unless the copper is oxidized like pipe it can leach
 
You should be able to find a stainless scrubber pad. Specialty hardware stores will have them or your homebrew store.
