That is a bear behaving badly. Too bad the trash can’t be secured in bear-proof containers. If that behavior is not stopped, that will become a problem bear.

The drain is to the left out of frame because of the slope of the alley, if I put one where the garbage can is it would flow in rather than out.

well I meant like a French drain left to right somewhere in that vicinity to catch water before your driveway slope
