If you want malt, definitely go for the Fullers strain for the yeast. It attenuates like shit, but you will get malty. The liquid yeasts have a lot of choices for British beers depending how much you want to attenuate. Love the Fuggles.30/31 IBUs would be ideal for me.
Personally, I would stick to Otter and maybe a 70L British Crystal. It doesn't need a whole lot more
I'm drinking my Dubbel which has a 50/50 Pils/Otter base, and it definitely has some bready/biscuit going on. Digging the hell out of it right now.

I don’t think melanoidan. I think a more expressive yeast. You are used to S04 which is more neutral. London or Windsor would be good. I love verdant my favorite dry English yeast. I’m assuming you are going with dry yeast and not liquid.

Since you asked I think dropping the victory and using some lower lovibond crystal will be more what you want. Missed with the expressive yeast. Chevalier malt is a base malt that’s MO on steroids. I love it

Yes, dry yeast.
I can get Verdant, will definitely consider that.
I will do more research on the malts as well.
 
I'm agreeing that S04 is sub-optimal.
