Looks like the mini-kegs from Europe I used to get, with a reuseable lid. That red tab at the bottom should pull out and turns into a useable but fairly average tap that you turn to start the beer pouring.
Looking at the lid I'm guessing you fill and condition in the keg so that you've got pressure to dispense. Doesn't look that good for transferring carbonated beer.

+ 1 for mini kegs. We are seeing loads of these over here now although I haven't had any personally.
Lots of brewers using them so fully carbed beer going in. As @Mark Farrall says it looks like you can condition in them in the same way you would bottles.
Plenty of Youtube content on filling them.

Yeah, saw another video with a better closure for the top that looked like it'd hold some decent pressure. That said if you're kegging at the moment, there's other mini kegs that will work better with that equipment.
