First wort is at the end of the mash while you are heating to a boil

With Citra hops, later is better. For bittering, use something like Magnum or Warrior. Or just skip bittering altogether, and focus your use of Citra late in the boil or post boil.

Ya like Josh said. I put my first wort hops in my empty boil kettle, once mashing is done I drain the wort to the kettle. One thing this does is mellows out the bitterness of your bittering hops/60min hops(if you boil 60min)
