Scaling by Efficiency will only impact mashable fermentables and custom fermentables.
To keep the OG exact, the base malt is then selected and fine tuned. This will result in small changes in color.
A small change to the amount of dark malts, holding water volume fixed, leads to large changes in SRM and flavor. Therefore, only malts with a Lovibond below 15 are adjusted by this scaling method.
