Are the oatmeal flakes I buy in the shops for my porridge, mash ready for a stout brew?

They're as good as any. If you get the "instant" oats you don't need to cook them. Any others, you do.

Just boil them up for 3 mins or so?
 
How much are you going to use? What percent of the grist? Too much can cause a stuck sparge.
 
Cook 'em longer than the usual 5 mins. Maybe 20. You really want the starches gelatinized for mashing.
