If I take a gravity reading after mash and before boil and notice that I am lower than expected, would it be appropriate to 'infuse' sugar in the beer by adding some DME? I ask because I just brewed a batch, knew the gravity was very low prior to boil, and now am left with a beer that will be 2.67% ABV.

Adding DME if you missed your pre-boil gravity is common. It would also be a good idea to assess why you missed your gravity so you can avoid this problem in the future.

you can add any "sugar" you want before the boil, you can even add more water.

just remember that all gravity readings are "mostly" read at 60, not 153 so that can throw your readings off, you can adjust per your hydrometers instructions to correct
