Any thoughts on this? I have a stout ready to keg over the next day or two and would like to try one with coffee and lactose for some sweetness. Not sure if/how it might work at this stage.

I'd boil it in a cup or two of water for 10 mins until clear let cool and add at packaging.
You could even try some in a measured amount of your finished beer until taste is spot on and add X amount to keg.

Make a simple syrup of it, boil it a minute or two to sanitize it, and add it to taste. Know how much you're adding to the samples, the sample size, then scale it up to the amount you want to flavor.
