Accounting for Lactose in Pre-Boil Efficiency

This maybe a dumb question, but does BF assume that you have not yet added lactose or dextrose when you put in your pre-boil gravity reading? It seems that way, since I added lactose before taking the reading and got a higher pre-boil efficiency than expected, but my ending kettle efficiency was right on the money.
 
OK, I think I was right, and it makes perfect sense. I'm guessing that the Pre-Boil Efficiency only takes your grains into consideration and would ignore any sugars such as LME, DME, Dextrose, or Lactose. It probably assumes those are added during the boil, so it only takes them into consideration for your Ending Kettle and Brew House Efficiency (?)
