Please troubleshoot my new IPA Recipe

The goal is a Dank Session IPA somewhere at or under 5% ABV.

I want more body than a pale, but not creamy. The grains are already purchased.

Questions: Which DME? Amber or lighter?

Would you re-order or change any hops? I really want this beer to be a happy punch in the face, hop-wise, like burying your nose in a three-finger bag, with a tasty finish that makes you stare at your glass and want more.

Also would appreciate yeast suggestions, as I'm really green in that area.

STEEPING GRAINS:
2 lb - American - Victory (25%)
0.5 lb - American - Carapils (Dextrine Malt) (6.3%)
0.5 lb - American - Caramel / Crystal 20L (6.3%)

HOPS:
1 oz - Simcoe, Type: Leaf/Whole, AA: 12.7, Use: Boil for 30 min, IBU: 23.02
1 oz - Chinook, Type: Leaf/Whole, AA: 13, Use: Boil for 30 min, IBU: 23.56
1 oz - Mosaic, Type: Leaf/Whole, AA: 7, Use: Boil for 20 min, IBU: 10
1 oz - Apollo, Type: Leaf/Whole, AA: 20, Use: Boil for 20 min, IBU: 28.56
1 oz - Willamette, Type: Leaf/Whole, AA: 4.5, Use: Boil for 10 min, IBU: 3.85
1 oz - Cascade, Type: Leaf/Whole, AA: 7, Use: Boil for 0 min (Keep in chilled wort for a half hour or so?)

***I DON'T WANT TO USE CITRA, BUT WANT A SLIGHT CITRA FINISH, HOW MIGHT I ARRANGE THE ABOVE HOPS FOR THAT EFFECT?

TARGET WATER PROFILE:

I use Crystal Geyser.
 
everything looks fine but I think the Willamette will not be noticed, the other hops will drown it out, might try replacing it with something stronger flavored but if you haven't got it it will still work
 
OK, I ended up going with this:


HOPS:
1 oz - Chinook, 60 min
1 oz - Simcoe, 40 min
1 oz - Columbus, 30 min
1 oz - Mosaic, 20 min
0.5 oz - Cascade, 15 min
0.5 oz - Cascade, Dry Hop for 7 days
1 oz - Columbus, Dry Hop for 7 days
1 oz - Amarillo, Dry Hop for 7 days
