I have to ask this but I think I know the answer. With 5 gallon batches, I almost always use a blow off tube instead of an air lock. Well my King's Harvest NEIPA filled the tube and catch container. It looks like there is a ton of yeast at the bottom of the container (filled with Star san mix). Is this yeast usable?

Starsan is designed to kill yeast as well as other microbes, so it's pretty unlikely. There's a chance, but I doubt it's worth the effort of growing up the odd cell that's managed to survive.
 
I would not use it. Yeast can survive Starsan, although not very well. Starsan is a sanitizer and does not kill everything. Wild yeast, mold etc. can still make it through because of the larger amounts that can enter an open container exposed for extended periods of time. Use the yeast in the fermenter and save yourself a lot of frustration and disappointment.
